The recession that began at the end of 1998 continued through most of 1999, and GDP in 1999 was flat. Inflation remained in check and the kuna was stable. However, consumer demand was weak and industrial production decreased. Structural reform lagged and problems of payment arrears and a lack of banking supervision continued. The country was ruled by a ban in the name of the king, elevating that previously existing rank to a position of highest importance in Croatia. A single ban governed all Croatian provinces until 1225, when the authority was split between one ban of The Whole of Slavonia and one ban of Dalmatia and Croatia. The positions were intermittently held by the same person after 1345, and officially merged back into one by 1476. The Chamber of Counties or Županijski Dom used to be composed of three deputies from each of the 21 counties (županije). However, as it had no practical power over the Chamber of Representatives, in 2001, the Chamber was abolished and whatever powers it had were transferred directly to the county governments. Ban Jelacic had succeeded in the abolishment of serfdom in Croatia, which eventually brought about massive changes in society: the power of the major landowners was reduced and arable land became increasingly subdivided, to the effect of risking famine. Many Croatians started emigrating to the New World countries in this period, a trend that would continue throughout the next hundred years and create a large Croatian diaspora. After that there was one more notable native King, Dmitar Zvonimir (1075-1089). His kinghood is carved in stone Baška Tablet, preserved to this day as the oldest written Croatian text, kept in the archaeological museum in Zagreb. Zvonimir's reign is remembered as a peaceful and prosperous time, during which the connection of Croats with the Pope was further affirmed, so much so that Catholicism would remain among Croats until the present day. Croatia has applied for membership in the European Union. During the accession, it is expected that agricultural policy will be the biggest stumbling block, as with other recent applicant countries. The Republic of Croatia is a crescent-shaped country in Europe bordering the Mediterranean, Central Europe and the Balkans. Its capital is Zagreb. In recent history, it was a republic in the SFR Yugoslavia, but it achieved independence in 1991. It is a candidate for membership of the European Union. After the death of Domitar Zvonimir, Ladislaus I of Hungary was the strongest candidate for the throne, but the Croatian lords struggled for independence from Hungary. Following the death of the last Croat king Petar Svacic in the defeat at the Gvozd hill in 1097 to Coloman of Hungary, they eventually recognized him as the common king for Croatia and Hungary in a treaty of 1102 (often referred to as the Pacta Conventa), thus making a personal union with Hungary. The two crowns would remain connected until the end of World War I. The book De Administrando Imperio, written in the 10th century, is the most referenced source on the migration of Slavic peoples into southeastern Europe. It states that they migrated first around or before year 600 from the region that is now Galicia and areas of the Pannonian plain, led by the Turkic Avars, to the province of Dalmatia ruled by the Roman Empire. Despite the successful value-added tax program, planned privatization of state controlled businesses, and a revised budget with a 7% across that board cut in spending, the government still projected a $200 million deficit for 1999. The Croatian Government (Vlada) is headed by the Prime minister who has 2 deputy prime ministers and 14 ministers in charge of particular sectors of activity. The executive branch is responsible for proposing legislation and a budget, executing the laws, and guiding the foreign and internal policies of the republic. The last parliamentary elections were held November 23 2003. The consequences of the change to the Hungarian king included the introduction of feudalism and the rise of the native noble families such as Frankopan and Šubic. The later kings sought to restore some of their previously lost influence by giving certain privileges to the towns. The primary governor of Croatian provinces was the ban. Since the adoption of the 1990 Constitution, Croatia has been a parliamentary democracy. The Croatian national revival began in the 1830s with the Illyrian Movement. The movement was misnamed (some wrongly thought that they primarily descended from the ancient Illyrians rather than the Slav settlers), but it nevertheless attracted a number of influential figures and produced some important advances in the Croatian language and culture. The champion of the Illyrian movement was Ljudevit Gaj who also reformed and standardized the Croatian literary language.
