The record of archdeacon Thomas, as well as the Chronicle of the Priest of Duklja from the 12th century, state that the Croats did not arrive the same way that the Byzantine texts say. Instead, these works claim that the Croats were a group of Slavs that remained after the Goths (under a leader referred to as "Totila") had occupied and pillaged the Roman province of Dalmatia. The Chronicle of Dioclea, on the other hand, speaks of a Gothic invasion (under a leader referred to as "Svevlad", followed by his descendants "Selimir" and "Ostroilo") after which the Slavs merely took over. In February 2005, Croatia implemented the Stabilization and Association Agreement with the EU and is advancing further towards full EU membership. The country expects some major economic impulses and high growth rates in the following next years (currently Croatia suffers most from its high export deficit and considerable debt). In the Revolutions of 1848 in Habsburg areas, the Croatian ban Jelacic cooperated with the Austrians in quenching the rebellion in Hungary by leading a military campaign into Hungary, successful until the Battle of Pakozd. Despite this contribution, Croatia was later subject to Bach's absolutism as well as the Hungarian hegemony under ban Levin Rauch when the Empire was transformed into a dual monarchy of Austria-Hungary in 1867. Inflation and unemployment rose and the kuna fell, prompting the national bank to tighten fiscal policy. A new banking law passed in December 1998 gave the central bank more control over Croatia's 53 remaining commercial banks. Croatia is dependent on international debt to finance the deficit. A recently issued Euro-denominated bond was well received, selling $300 million, which helped offset economic losses from the Kosovo crisis. The book De Administrando Imperio, written in the 10th century, is the most referenced source on the migration of Slavic peoples into southeastern Europe. It states that they migrated first around or before year 600 from the region that is now Galicia and areas of the Pannonian plain, led by the Turkic Avars, to the province of Dalmatia ruled by the Roman Empire. The Lombards and the Huns made an incursion from the north. After 476 the area was subject to Odoacer and then to Ostrogoth rulers beginning with Theodoric the Great. Justinian claimed the old province of Dalmatia to the Eastern Roman Empire in 535. Forebears of Croatia's current Slav population settled there in the 7th century following the Avars, partly under instructions from Byzantine emperor Heraclius. The Hungarian king introduced a variant of the feudal system. Large fiefs were granted to individuals who would defend them against outside incursions thereby creating a system for the defence of the entire state. However, by enabling the nobility to seize more and more economic and military power, the kingdom itself lost influence to the Frankopan, Šubic, Nelipcic, Kacic, Kurjakovic, Draškovic, Babonic and other families. After the fall of the Western Roman Empire in the 5th century, the Roman roads and the Illyrian population speaking Romance languages (such as Istro-Romanian or Dalmatian) remained. With the increasing amount of human migration, this population entrenched in the cities along the whole Dalmatian coast. The population of Croatia has been stagnating over the last decade. The natural growth rate is minute or negative (less than +/- 1%), as the demographic transition has been completed half a century ago. Life expectancy rate is around 75 years, and the literacy rate is at 98.5%, both of which are reasonably high.
